VISION

“Green Energy Technology Industry Innovation and Promotion Action Plan,” (“Action Plan”) is a government-run project that aims to achieve energy independence and promote the development of green energy industries. With energy generation, energy conservation, energy storage, and smart system integration as its four dimensions, the government hopes to drive R&D with industrial demand, and to promote green industry development with R&D, creating an industrial ecosystem for green energy innovation. Through the promotion of green industries such as solar energy, wind power, and smart meters, as well as the construction of Shalun Smart Green Energy Science City, we seek to actualize the visions of green energy promotion and industry development.

The Development Goals of Green Energy

Taiwan government has a vision for energy transition. It aims to augment the proportion of renewable energy in electricity generation to 20% by the year 2025: solar capacity is set to be 20 GW, comprising 17 GW of ground-mounted system and 3 GW of roof system; wind power capacity is set at 6.7 GW, comprising 1.2 GW from onshore wind and 5.5 GW from offshore; a total of 3 million households will have smart meters. On March 31, 2018, the construction of “Shalun Smart Green Energy Science City” (“the City”) has officially commenced, in which the first stage construction work for the Joint Research Center and Demonstration Fields in the core area will be completed by 2019. Shalun Smart Green Energy Science City will be the beacon of green energy technology R&D that puts Taiwan on the global map.

Action Plan

The Action Plan will combine resources from academic institutions, research institutes, state-owned businesses and the industries. The precursor policies are Two-year Plan for Solar Energy, Countrywide Green Energy Rooftops, Four-year Plan for Wind Energy, and Green Energy Technology Forward-thinking Infrastructure. The Action Plan aims to boost employment through inducing domestic demand, and at the same time, the green innovation industrial ecosystem behind the conception of Shalun Smart Green Energy Science City, seeks to raise Taiwan's competitiveness in the green energy industry, such that we may stand shoulder to shoulder with the best in the international markets.

Build "Shalun Smart Green Energy Science City" on the border of Kaohsiung and Tainan, and establish a joint research center to further foster technologies of Technology Readiness Level(TRL) 4-6. There will be demonstration fields for technologies of TRL 6-8. Together with good quality of living environment, capital investments and other services, this Platform will ameliorate the overall environment of green energy technology development while facilitating the commercialization of R&D results.
Create green business opportunities through the green energy technology commercialization verification platform, regional energy storage technology demo and verification, and third-party verification center for renewable energy investment and financing. It will create a win-win situation for both corporations and financial institutions, accelerating the deployment of renewable energy nationwide.

To optimize market mechanisms for startups and improve angel investment environment in Taiwan, the National Development Fund co-invests with angel investors to provide initial fund for startups.
